THE SECOND TRANSREGIONAL ROUND TABLE ON WASTE MANAGEMENT

In the course of the round table the participants discussed changes related to adoption of Law No. 203-FZ, procedure for licensing of the activities associated with waste management, development of territorial schemes of waste management, selection of regional operators, redistribution of separate powers between local municipal self-government bodies and state government bodies and etc.

The event involved, apart from BIO Energy Holding, representatives of the Ministry of Natural Resources of the Russian Federation, special-purpose committees of the State Duma of the Russian Federation, the Federal Supervisory Natural Resources Management Service, authorities of subjects of the Russian Federation.

The Ministry of Natural Resources of the Russian Federation appeared to be the organizer of the round table.

During the round table the participants discussed drafts of Decrees of the Government of the Russian Federation “On Requirements to the Structure and the Content of Territorial Schemes of Waste Management, in Particular Municipal Solid Waste” and “On Approval of Procedure for Implementation of Competitive Selection of Regional Operators on Municipal Solid Waste Management”. The technical tools ensuring operators’ activity on waste management (transportation, sorting, recycling, deactivation, landfilling) were not neglected.

In his speech Deputy Minister of the Ministry of Natural Resources of the Russian Federation, Gizatulin R.R., and Deputy Minister of the Ministry of Construction, Housing and Utilities of the Russian Federation, Chibis A.V., highlighted the main provisions of prepared drafts of 16 sublegislative normative legal documents submitted by ministries to the Government of the Russian Federation and covering a big clock of legal, administrative and organizational, financial and economical issues of waste management.

The greatest interest and many questions of representatives of subjects of the Russian Federation were attracted to the supposed in the draft documents requirements to the structure and the content of territorial schemes of waste management and procedure for implementation of competitive selection of regional operators on municipal solid waste management as well as amendments to the licensing procedure associated with waste management because the period for the activities realization by subjects of the Russian Federation is determined as on January 1. Representatives of federal ministries expressed confidence that required federal documents would be adopted by the end of November. Besides, federal ministries consider the opportunity to adjust the periods for regional decisions adoption by subjects of the Russian Federation.

Ministries spoke against the possible activity of municipal organizations as regional operators in favour of organizations privately owned.
